内容提要：
本稿为《复旦公共行政评论》的系列出版物。本辑专题是“公共行政与哲学”。公共行政一般认为是偏向实证的一门学科，但本辑将哲学主题引入到公共行政研究，从哲学的纬度来探讨公共行政研究和治理中碰到的诸多问题，提升了学科的理论认识，将理论与实践结合的比较好。本书的书评，提了一个问题：哲学能为公共管理做何贡献？也是对专题的呼应。专题之外，本书还有文章，涉及中国的多层级治理研究，中国的互联网与国家战略探讨，香港廉政治理经验的借鉴，等等，以及其他一些研究论文。
